Maakhir is comprised out of as you already said self-sufficient villages which are isolated from the world, while the urban settlements of Puntland have trade and commerce and make real profits.

Hargeisa's economy is supplanted by Warsangeli, it's own politicians have made mention of this. Burco, too. There is not one single square kilometer of Bari that is controlled by Warsangelis, the few guest workers from Sanaag we have in Bosaso obey the laws of Puntland.![]()
Maakhir barely even has mobile phone reception, Sanaag is backward beyond imagination. Ambulances are donkey carts for example. The only thing it is capable of is one tuna factory.
