Any somnetters been to Belarus and Kiev. How receptive are they to foreign visitors and blacks in general. Given how both these countries have been paralysed by political squabblings & world economic melt down, is it fair to say they will give you enough hearing for decision-making manouver & fact finding mission for black americans.
