4. Establishment of a special unit of muqabarad whose sole job is to hunt and kill the leadership of Al Shabab.

5. Make it a capital crime to preach or justify homicide bombings.

It depends on your jurisdiction. If you are supporting Al Shabab, a listed terrorist organization, the laws of your host country would apply.

Not possible, the TFG leadership have recieved millions from foreign countries and yet they can't put their money to good use regarding security issues. Their whole police and defense staff is a joke.
Killing the leadership isn't going to do much damage to their group as the ideology has been spread a long time ago and is something we all have to live with from now on.

It would make a difference. Al Kalab can pick and chose when to commit homicide attacks and assasinations but if they are on the defensive and wondering if there is an inflitrator among them who is a member of the Muqabarad, the Al Shabab leadership would be less effective.

I'm not familiar with those laws. What are the laws in North America and Europe? Is it like sending the supporter to Gitmo, waterboarding him/her, etc?
