Waxaas waa caadi in Africa. In Eritrea the whole population do not have passports and are not allowed to leave the Country. In Ethiopia there are travel bans/restrictions on a lot of Amharics. Obviously You're exaggerating though about a whole qabiil loo diiday passports, but to say a lot or a certain percentage, sure. Anyway even if this was the case it was probably around the time of the rebellion, definitely not in the '80s.

Nothing serious. I was just playing with her. There were this 2 distant Mudulood relatives that were sent to Paris for education. One of them lost his passport and had to go to the Somali Embassy in Paris for a new passport.
