The average Makaahiil may be little bit shorter than a typical Ogaden due to our proximity to all the undesirables like the Dhabayaco and IlkaYars but there are so many Makaahiils in the world. I guess most of them are too short for you to see. Look down next time cuz you may see more cousins than you knew.
The man you are referring is Ina-Duulane. He did some amazing things during his tenure. At that time the IIDOORS were trading the OGs like the Cows in Nugaal. He ordered them to leave Ogadenia and only come in with passports. And guess what, their passports aren't recognized and they can't use the Somali one.
