And they also have natural resources i.e. Oil now... Somalis even if they ended the civil war wouldn't have peace for enough time before they started fighting again to tap into their resources or build infrastructure. Angola wasn't destroyed like Somalia either, they still had their capital city intact and had a government the whole time.
