He's right.
Every successful country today had hundreds of -- if not thousands -- years of government. This is true of China, Japan, the countries of Europe and, by extension, the countries of South America (whose elite are mixed between European/Indian).
The people in those nations culturally adapted to the concept of a central government. Somalis have not.
In Somalia, if a person from tribe X somehow comes into power, people of tribe Y and Z will oppose that ruler, with the justification that he's tribe X, and the ruler should be from tribe Y and Z. Of course, all this time, the person of tribe X is abusing his power to create advantages for tribe X and not really pretending to be above tribalism.
Moreover, there's the fact that Somali men disdain any sort of physical labor. It is one thing not to have a functioning government, but then there's the laziness of the Somali populace that precludes any sort of economic development. Everyday in Somalia is basically a weekend.
