Legally? Can a qabil own a city by law?

Seriously guys & ladies, we all know that Boosaso as a city belongs to a bunch of Daroods, but what kind of sub-darods? Dhishishe AKA moorcase, MJz or others. And we don’t have to look at the populace sequence to know which sub-daroods legally own that city *boosaso*.
