There is a police force in smaller towns, I know there are Puntland police in Eyl although most became pirates--there is no such thing as ''puntland'' outside the three main cities. in small villages like this the concept of ''puntland'' is just mainly clan loyalty not a real administration/police force and whatnot

Why would it not? There are Pland police stations on the far corners of Goldogob on the Ethiopian border, why would Caluula be "off the grid."Paidmonk,
I don't think the Pland admin reaches there

Probably so. Those small communities in the isolated corners of the country were lucky, they probably didn't feel shit during the civil war. Even Bosaso was small enough in the 90s that it kept all its lifestyle quality throughout the civil war, even had schools up and running again just weeks after the Al-Itihaad conflict ended.I'm not talking about symbols but like the type of presence You would see in Garowe, Galkacyo, Bossaso, etc. I think with these Guys they live the same now as they probably did during the '60s, '70s, '80s and today. I think its one of those places Where its like people Govern themselves almost i.e Elders, etc.

There was never a large Mehri population Bosaso, they always lived in Nugaal before they became langaab. Also, Wabeneye were always the quiet minority, they don't play a big role in the city's history or politics. Cisman Maxamud took the city from both Cali Saleban and Dishiishe and invited them back recently. The rest after 1990 is true though.Brief history of Bosaso
1500 - 1700s It was a tiny Wabeneye and Mehri enclave
1800s Cismaan Maxamuud and Ali Saleebaan raiders took over
1990s Majerteen from all over the place started moving to it
2000s Rahanweyn, Hawiye, Amhara and Oromos started settling the place
