Yeah In hargeisa they teach arabic in schools even during the colonial time , Its just Somalis learn how to talk arabic at young age wa iska yara stiff the accent but its oke. When they go to adan or saudi arabia they learn it even more. My dad told me when he was in primary school in the mid 1950s but when he moved to Saudia arabia as a teenager he learned it even more its just a nice hordhac u learn in hargeisa.

Jamac Cabdilahi qalib is still alive he lives in zambia. at the age of 81 years old

They do it all over the country. I was shocked to find out my young cousins all speak arabic even though they have never been to arabia and they learned all of it in Beled Xawo schools.

How easy is it to sense one's accent in Arabic? Is it obvious like a chinese or a russian person speaking in English?

 quite true. Ever time I remember what guhad122 wrote here some time back, I just laugh :D
So I once a while get calls for translation/interpreter service calls. And for some reason I put down I can handle Arabic in an application years ago. So last week I got a call from Doctor's office for a an old Arabic lady needing interpreter. Well, the doctor asked me to ask her if she has been having normal stool episodes. And I said "Cindak Saxara"?
And she said "Anaa maa shufta Saxara, haadaa fi Libya"?
