Skin pigmentation is just melanin, which your skin cells produce to make your skin more opaque, which works as a natural sun block, which makes skin darker. The only difference between people with dark and light skin is that people with dark skin produce more melanin. For instance, albinos are born with a type of birth defect where their skin cells cannot produce melanin, so they are very sensitive to sunlight.
These pill things probably are some sort of blocker which inhibits peoples' melanocytes from producing melanin.
What is bizarre is how this helpful natural defense from the sun's rays could be seen as ugly or bad by so many people, or become so embroiled in politics. What's wrong with melanin?
Also for instance white people get Parkinson's Disease which is caused by the fact that their melanin production deficiency sometimes extends also to their brain, where neuromelanin deficiency leads to Parkinson's Disease.
Humans are supposed to be dark. The only reason white people are white is that melanin makes people more vulnerable to frostbite, which in the stone age meant pale people had an advantage in the far north in the Ice Age, but we have central heating now and you know, jackets.
