THE GOVERNMENT ARE GIVING ME MONEY TO RENT HOUSE, but the LANDLORDS still DISCRIMINATE AND REFUSE to give me a house and give it to their fellow Cadaans.

I think that's the problem sxb. Private landlords won't ever rent their house to someone who gets support from government and doesn't have a steady income, because they are afraid that there will be problems with the money later on.

Forget the private sector and apply an apartment from a city or from those different big apartment companies (for youth etc) that I assume Norway has very many, knowing Scandinavia. They don't care if the rent is payed by the government.

you should go to the biggest city, which has more opportunities and is more diverse and has a lot of established programs or services to help the poor and immigrants.
