I do not think Hargeisa Has the security forces, police, army, etc. to really host a conference. They're would be bombings, gunshots, etc. every day, and that crazy Idoor Godane will run amock.

we could of organized a confrence 10 years ago man President Maxammad xaji ibrahim cigaal wanted to be the host abdiqasim visited cigaal in hargeisa in end 1999 there was some sort of agreement But pressure from Egypt And the Arab league gave the peace confrence to Ismacil cumar geele at that time the biggest rival of Sl , Somaliland is the most peaceful country in the world we held 3 democratic elections
