Al-Shabaab and Foreign Aid

The transitional fake government is claiming al-shabaab is not letting in foreign aid to drought affected somalis.
In the late 2006 drought, not a drop of foreign aid was delivered to somalia and the country was virtually under the occupation of the Tigray minority admin of Ethiopia.
actually foreign aid floods in to somalia only during the harvest season and it completely disappears during drought time.

There is only one ship carrying aid from UAE in mogadishu port and it has not been offloaded yet.
How is al-shabaab blocking foreign aid that is not offloaded in the first place?

The NGOs expelled by alshabaab have never delivered in times of need like now.Wait for harvest time and blame al shabaab for blocking aid.
