the problem is that somali gov employees are there for the money and they will disappear as soon as they see no more money coming in. Then the next president start all over from scratch. We know how to create and destroy things, but lack the art of maintenance. Look @ everything somali it's either let's create a new thing or destroy what we have.

The point is where are all the police they have been training for the past 10 yrs?
