United kingdom exposes policy on all of Somalia 2011

The New Support Package - Money and People

The new package will include GBP 9 million (USD 14.4 million) of conflict prevention funding, which Atkinson anticipates will be used to support AMISOM, the Transitional Federal Government (TFG), the Somaliland and Puntland authorities, and other development initiatives. Ministers will also consider creation of a "shadow embassy" for Somalia, to be based in Nairobi. The office will be headed by a counselor-level UK diplomat and will possibly include one to two reporting officers, a development assistance officer from the Department of International Development (DFID), and a military attache for the Ministry of Defense (MOD). Additionally, ministers will consider approval of a proposal that will allow for regular visits to Somalia. Atkinson noted that the UK Government is still working to find internal funding for the visits, given that the security detail requirements will be very expensive.

Jubbaland initiative

Atkinson said that the Foreign Office can see the potential attraction for the Kenyans to pursue their Jubaland initiative, but that the UK does not think it will be successful. The UK is interested to know if the USG sees merit in jointly demarching the Kenyans about not pursuing it. If the Kenyans insist, Atkinson suggested that a proposal be made to the Kenyans for a long-term reconciliation process that would result in military/para-military activities only if needed and in the context of reconciliation talks. Atkinson said that Baroness Kinnock, during her on-going visit to Kenya, plans to speak with both TFG President Sheikh Sharif and the Kenyans about the Jubaland initiative, mainly to assess where they have gotten to in their thinking before taking a decision on the UK position about it.

Somaliland and Puntland - Supporting Stability

Practically speaking, Atkinson said that the UK Government had not increased its dialogue with the authorities in Somaliland and Puntland. She said they hope to after ministers have approved the new resources. Additionally, they plan to start development assistance cooperation with both regional authorities. Atkinson said the UK wants to "support stability" where it is in Somalia.

ASWJ

An ASWJ delegation will be visiting London at the end of January for engagement with the Somali Diaspora in the UK, and Atkinson said the Foreign Office plans to take the opportunity to meet with the delegation. The main objectives of the meeting will be to discuss the ASWJ's relationship with the TFG, to learn more about the situation on the ground, and to hear more about ASWJ's forward planning.

Sanctions on Al shabab

Atkinson said the UK "absolutely supports" sanctions against al-Shabaab, but wants to make sure it gets done right. DFID is currently undertaking an assessment of how humanitarian aid is delivered in other places in the world with similar legal constraints. She explained that while the UK may be able to live with the "gray legal space" related to delivery of humanitarian aid in al-Shabaab held areas, it is likely that the UK's preference will be for a humanitarian carve-out. She further said that given the time constraints on agreeing the AMISOM mandate by the end of the month, the UK sees the Somalia Sanctions Monitor Group mandate, which is up for renewal in March, as the appropriate vehicle for the humanitarian carve-out language, not the AMISOM mandate (which would conflate sanctions and peacekeeping issues). She said that the UK has no problem with going ahead with introduction of the al-Shabaab list before the March mandate renewal. The Foreign Office Sanctions Teams subsequently confirmed that the UK "definitely" wants to list al-Shabaab as an organization and suggested that the monitoring group mandate could be brought forward for renewal to accommodate the humanitarian carve out.

EU military training for Somali soldiers

Atkinson said that planning for the EU training mission is well under way, with the Spanish-led assessment trip having occurred in mid-December. While the plans are still being finalized, it is likely that a small-scale, light touch mission with training by other African troops will be proposed. The training will take place in Uganda in two tranches of 1,000 individuals over 12 months. She predicted that the potential pitfalls will be around salaries, command-and-control issues, and logistics. EU High Representative for Foreign and Defense Policy Cathy Ashton is interested in seeing the Common Security and Defense Policy (CSDP) mission come to fruition, as it will be the first post-Lisbon treaty force generation and training mission. According to Atkinson, the UK Government has made a concerted effort to see Ashton engaged on Somalia, as the EU is already dedicated so many resources to efforts there. (NOTE: In a separate discussion with the Foreign Office EU Correspondent, he suggested that Ashton needed more information on the proposed operation. END NOTE.) She said there has been some consideration of appointing an EU Special Representative, but that no decisions have been made.

Walaal Jubbaland is the jubbaregion in South Somalia. Kenya is interested in replacing Al shabab with Axmed madoobe and his army. They believe that if Al shababa is gone from Jubba region and a new "puntland version" of goverment is installed, then no more Somali immigration to Kenya.

That is why it is called operation "jubbaland". Its actually a secret operation. :)

Saaxib UK doesnt give Pland as much Aid and support as it gives Somaliland. Puntland get its Aid from US. As a result, Puntland got 15,8 million dollars in Aid from the US, while Somaliland only got from them 6,2 million $ at the end of 2010. So the dual track policy is benefiting Puntland.

But UK has provided Aid to Puntland way before the dual track policy, but thanks to Wikileaks, there might be more tough policy on Pland from UK.

yeah i read it .... if you check it says the july 2009 ... at that time the world thought puntland government part of what is called piracy ...later it shown that puntland fighting them so thats why UK shift to help puntland ... anyway we hope UK add more aids for puntland in near future :ugeek:

I know the cabel is from 2009 july saxiib, but the article is new, so the people and the parliament might oppose this in the near future.

But anyway lets hope puntland does get more outside help :up: :som:

How's this for a photo opportunity? Andrew Mitchell, the international development secretary, is perched on the side of a truck talking to female police officers in Somaliland.

Unlike many photo-ops, this is no gimmick. Mitchell this week became the first British cabinet minister to visit Somaliland with a serious purpose in mind – to show how he is redirecting Britain's overseas budget to countries in genuine need. Aid to Somalia is to be trebled from £26m in 2010/11 to £80m in 2013/14.

Mitchell occupies an enviable position in the cabinet. His budget was only one of two to be ring-fenced by the Tories in their general election manifesto. The other was the health budget.

The international development secretary knows this brings huge responsibilities to show he is spending wisely. Mitchell told the Guardian in July that he is under a duty ensure money is being well spent in light of his "privileged position" of having a ring-fenced budget. David Cameron has pledged to meet the UN target of spending 0.7% of Gross National Income (GNI) on overseas aid by 2013.

Soon after taking office in May Mitchell showed his intent when he announced bilateral reviews of all 102 countries supported by Britain. Some richer countries, such as China and Russia, will lose support as aid is directed towards the needy.

And this week we saw where some of that money will go when Mitchell stopped by for his chat with police in Somaliland, a self-declared sovereign state which Britain only recognises as an autonomous region of Somalia. During his visit to the capital, Hargeisahe, he met President Silanyo of Somaliland and toured a hospital.

Ever the diplomat, Mitchell chose his words with care as he announced that British aid to Somalia would be tripled:

British aid to Somalia is helping to save lives. This week I met a three-year old girl who had been on the verge of starvation. Now she is on the way to recovery, thanks to the kind of emergency nutrition that Britain will provide for some 40,000 starving women and children.

As a member of Britain's new national security council, Mitchell said the aid would also benefit Britain:

This is not just aid from Britain; it is aid for Britain too. Our aid to Somalia is helping to make Britain safer, because conflict doesn't just claim innocent lives in Somalia, it also leads to international problems like piracy, migration and terrorism. None of these will be solved without tackling their root causes: ongoing instability and extreme poverty.

Mitchell believes the aid will provide the following help:

• Emergency nutrition for more than 40,000 starving women and children.
• Safe drinking water to 350,000 people.
• Access to basic, life-saving healthcare for 268,000 people.
• Help for 68,000 people to keep their animals alive. This is a vital lifeline for families during droughts.

Mitchell was given a less than friendly welcome back to Britain by Harriet Harman, his Labour shadow, who raised questions about the Tories' commitment to meeting the 2013 UN spending target. In a speech today at the LSE, Labour's deputy leader announced a 'Keep the 0.7% / 2013 Promise' campaign because of what she called the Tories' "fragile" commitment to the target.

Harman pointed out that legislation to enshrine the commitment, promised in the Queen's Speech, has still not appeared. A senior DfID source told the Guardian last night of Harman's attack:

This is a pretty weak attack given that the coalition has promised to do it in the first session of this parliament which ends in June 2012.

We are also the first country in the G20 to set out the financial pathway to the 0.7% commitment. If that is the best Harriet Harman can do we will put that down as a tick for the coalition's development policy.

The usually uncontentious area of overseas aid may soon become a little more heated.
