No there doesn't "have to" be. Sometimes the name Upper with natural resources is taken to mean the most powerful part or most important part. The Jubba river starts in Ethiopia (they call it Ganaane hence Luuq Ganaane) but it is a tributary and reaches full power in Somalia so hence you could name the Somali areas "Upper Jubba" which was the official name of the regions we call today Gedo, Lower Jubba, and Middle Jubba.
