Exactly, how will resocureless uneducated Djibouti become like Dubai? Those houses built are most likely for foreigners while majority of the people from Djbouti continue living in their slums

Those "foreigners" will pay property taxes, more money for the government and the Djiboutians aren't paying for lick. Also, they just got a new deep-sea port as big as their old port, for FREE.

Dubai and Qatar are paying for everything. They just built Djibouti a state of the art port and are working on a THIRD port for the country. They're seriously turning it into their Dubai #2. The Arabs need a place of their own to party.
