Yes Istaqara is sunnah and you pray for guidance and call it a day. As far as I am aware Sunnis don't get a Yes go ahead or No don't do that response. Shi'as on the other hand do and from what the woman was saying it sounded like she "did Istaqara" and got a No response hence the conclusion, unless I am missing something.
