I actually agree. Its better than nothing but hardly anything for us to be too happy about and celebrate.

Federlism is the creation of a new system while ignoring the princible causes of the somali divisions. Yes to federalism if within a fixed state border. Somalia and Somaliland gained independence as seperate states. The AU accord on state border is clear:

1885 Berlin Congo
Conference created the state borders in africa
In 1964 OAU made a resolution
concerning border disputes that affirmed that African border is permanent
and all African national leaders have to respect the territory that they
achieved or inherited from their national independence process.
Prior to Federlism each of the states concerned in the union of 1960 would have to approve for federlism, i assure you that is not going to sell to the majority. Besides many are infavour of retaining centralised power in moqadishu and would oppose federalism.

This was the kenya stance in 1964 on the situation in NFD:
The connection between refugee and the OAU stand for state
border, could be seen in the OAU meeting in 1963 discussing about the claim
of Somali nationalists in Kenya that want to incorporated their territory to
Somalia Union. During that meeting Kenyan delegation made a clear point in their
argument that Kenyan territory would not be adjusted, in the other hand the
population were welcome to be adjusted. “If they (the Somalis) do not want
to live with us in Kenya, they are perfectly free to leave us and our territory this is the only way they can legally exercise their right of self determination.”
23 This view was shared by most African government.
If Pland wishes to pursue federalism without a proper understanding of the implication then they are only wasting their own time which could have been spent on a more practicle political path to regain their relavance in the TFG. If Puntland people are not happy with the the central government in moqadishu they are more then welcome to adjust themselves and leave our country.

Ciyaal where will all these little states get their donar/aid money? You think the worlds economic power houses EU/US/Arab League/Asia will set aside budgets for 10 different geeljire states and engage them seperately? That is delusion. If Somalia cannot get their stuff together and soon then they will eventually be split right down the middle, and Your capitol will be Addis Ababa.

Decentralise the system of administration – per the Transitional Federal Charter – as soon as possible, by providing delegated authority and resources to allied local administrations and groups.
The TFG becoming more successful is the way forward for Somalia. Extend its mandate immediately. These so called allied local administrations and groups should find their own source of funding for their local developments instead of trying to get a cut of the TFG cake by paying mercenary writers and in the process putting a stop to any progress the TFG has made since its establishment.
