We need intelligent co-ethnics in order to advance as a soceity. The number of Somali people with advanced degrees is quite low, numbering in a few hundred at the most,

where do you get your stats from? somali students in north america alone are in 4 figures if not more?

1.) Administer IQ tests to all children in Somalia and submit the results to a National Education Council.

even a chinese educator would frown upon such idea.if kid's intelligence was to be judged at a tender age then what you gonna do with late bloomers?

2.) Kids scoring in the 99th percentile should be selected for special government scholarships paying for their education
abroad from secondary school through university. The Government should set up a special fund for this.

thats a no brainer,every country in the third world does it now.and all the past somali governments did it,heck even the weak TFG gets scholarships in hundreds.

3.) People with advanced degrees should be encouraged to enter into polygamous relationships, preferably with intelligent women.

Previous Somali governments have allocated scholarships based upon tribe and other nonsense,

Nutrition and education are key to establishing a healthy (mentally and physically) and balanced population - it is especially vital at an early age from birth to early adolescence.

BTW I've noticed that you've heard of the big problem of glue-sniffing street children back home. Walaahi we're in a terrible state. I've heard of an interesting initiative by and organisation that allows well-off adults (both diaspora and native Somalilanders) to sponsor and pay for the eductation and housing of neglected street children in Somaliland. They even take you through step-by-step with how the money you've donated is being used and encourage correspondence between you and the child you're helping (I think it's for the child to see who's helped them). I'm thinking of doing it - I thinks it's about £20 a month.

Second, what kind of intelligence are you talking about? The intelligence to read and write and do calculus or the intelligence to come up with the theory of relativity? Those are also two different things.

No amount of inherited intelligence will make you intelligent unless nurtured (skills developed through education) and at the same time no amount of nurturing can make you come up with E=mc^2. The kind of intelligence which society acknowledges as intelligent can be bred no matter what your inheritance. Look at the inventions by Blacks in America versus the state of Africans in Africa. More modern inventions have been developed by American blacks from peanut butter, the cotton gin, traffic lights, first open heart surgery, etc than was invented by all modern whites in Europe (not North America). To make Somali society "intelligent" (not supra-intelligent like Einstein, although I am sure we have our own unique Einsteins but untapped) all that needs to be done is tackle education.

You take a German boy and raise him in a African village and take a Congolese boy and put him through private German education and the difference will be stark clear.

100%. No amount of tall genes can make you reach your full height with stunted development (malnutrition). Malnutrition and lack of education has stunted many in Africa but if nurtured in a good environment, the difference is crystal clear. Look at the average IQ of Nigeria and then see how Nigerian-Americans and British Nigerians are the most successful people in both of those countries, bar non the most successful specific ethno-national stock.

Improving the educational system supporting all Somali kids should obviously be a priority, but that will take many years and a lot of money. All I am suggesting is finding the kids who already very bright naturally and funding their education abroad so they can return and be the professionals Somalia needs. I am sure that you as science student will realize that modern research supports the fact that intelligence differs between individuals, and I'm not talking about the intelligence required by average individuals to preform average functions, but rather the intelligence required to do well in a curved science class.
