It doesn't matter what the West will do, the reality is Eritrea is a perpetual military state. Ethiopia thought it could take it on back in 1998 and the whole world knows the result. I doubt Ethiopia is going to risk conventional war with Eritrea in this time with internal rebellion, advanced friction with Egypt, and a political situation inside Addis that can spiral out of Zenewi's control as fast as you can say "go".
Waa runtaa laakin I think they are hoping the sanctions they recently placed on Eritrea will weaken it enough so that it will be easier for Ethiopia to invade and occupy parts of it, mainly its ports. Of course Eritrea has to be made to appear the aggressor first somehow.

Eritrea fought forty years and in 1998 a modern conventional war with Ethiopia to a stalemate. Good look to anyone who thinks their plans will go fast and quick when it comes to that cornered little cat called Eritrea. Cornered cats are the worst type of enemy.
