Look at it this way, Garoole is a small club and Mogadishu is a gigantic club. One individual has gotten hold of the small club while the bigger club is being fought over. I will excuse your ignorance, but the those districts have their own district commissioners and police force. In fact, there are NO AU troops in any of those districts and the government is able to work and function there.
