SAACID & RER ENOW MAFIA Stealing Food Aid

I don't understand how this SAACID and Rer Enow mafia keep getting away with looting food aid. Its absolutely focking disgusting that they line their pockets by selling food aid. I remember they were being investigated and Sheik Sharif intervened to write a letter of their behalf praising SAACID and Enow.
Why does USAID, WFP keep giving these mafia contracts ?
