This Turkey guy was Prime Minister. The Prime Minister of Somalia should be the One welcoming him and moving him around not the President. I think Somali Government Institutions are confused and there is no clear title or role for anyone.

Prime Minister should be welcomed by Prime Minister and President should be welcomed by President.
