It's interesting that people are imposing conditions on which people with no belief in God would be allowed to stay in the country. Truth of the matter is, most atheists wouldn't really want to live under a system with such primitive/backward rules (and the rules probably serve their purpose in that respect). It would be the country's loss, anyway, as atheists form the intellectuals of any society. For example, only 7% of the members of the United States National Academy of Sciences believe in God - the rest are agnostics/atheists; same goes for most of the developed countries. On the other hand, populating the country with mullahs who, to paraphrase Oscar Wilde's statement about bishops, preach at the age of eighty what they were told to say when they were boys of eighteen is only ever going to get you so far!

Let atheists become a dominating culture like it is in the west? I'd fear for the future of Somalia.
Am I the only one who finds the bold part truly ironic?

Not really, I rather choose the conditions we have now (minus the suffering of the drought) then have a future atheistic society for Somalia.

Yes they should be allowed back. Those who blaspheme and try to spread shirk and mischief should be punished those who quietly get on with their lives should be left to it.

Its funny cos most of you Muslims live in gaalo countries and nobody persecutes you

Are you God? No. Let God deal with them and their gaalinimo. Just give dacwa and advice, but if they chose not to listen waa arin ayaga iyo Ilaahi u taalo.

PS: We obvs dont want multiple Ayan Hirsis on our shores, who spout blasphemy and vitriol.
