Somalia Election/Federal System??

So Finally it is set Somalia will have a goverment elected in 2012 and the Parliament will be reduced which could only mean a good thing. Secondly i guess there will be a federal system where two states or more can join to form a federal state.

I have a few questions

1) Other than Puntland which meet's the 2 or more states joining what will happen to Galmudug and other's.
2) Will the new Parliament still be 4.5 Clan Formula
3) Your Predictions on what states will most likely be able to make a Federal State and which ones will face the hardest battle because of too many Clan diversity?
4) The Capital can not be part of the federal system but will they use the 4.5 to elect officials there

I doubt they would still use the 4.5 formula. It would not to be the benefit of those pushing for the so-called federal system.
