Turkey offered to bail out the entire nation of Greece (at a cost that could rebuild every square inch of Somalia) a few months ago and they throw Somalis a few chicken bones in exchange for locked-in contracts, and somehow people think this is charity.

God bless the Turks. Turks have a history of giving aid.
In 1847, during the Famine, the Sultan of the Ottoman Empire, who had an Irish doctor, contacted Queen Victoria to offer £10,000 to help Ireland. He says the queen 'only allowed the Sultan to send £1,000 as she had only sent £2,000.

what are the locked in contracts?
They have a monopoly on construction in Xamar and they were just given the greenlight to dominate the aviation industry (I don't know how some idiots actually celebrated this). The Turks are pulling a WFP, nothing more---instead of lending money and tools (or 'charity' as you put it) to local companies, they stepped in and took their lunch.

Don't be blind to this, it's very clear and obvious.
