Will oil producing regions find themselves receiving the short end of the stick, in regards to economic prosperity and ecological damage, as is with many countries? Will greed and corruption create polarity between the general masses and political elite? Will an influx of expats, foreign investors, and migrant workers cause tensions amongst the generally undereducated and underskilled population? Will tensions of misappropriation rise and boil over into civil unrest? Will The Horn be synonymous with oil for blood, as is The Delta?

The oil is found in disputed areas, Khaatumo sits on 70% of the Maakhir also sits on the oil area. How is Puntland going to be allowed to dig oil wells and persue extraction when they are actively engaged in a war with Maakhir and are in a cold war with Khaatumo ? What will most likely happen is sabotage and attacks. Puntland is very unstable region and it would not be wise to pursue this sort of mega-projects at the current conditions, for example look at Khatuumo, it borders two major towns Qardho and Garowe that are literately on the border between Khatuumo and Puntland, they will have it easiest in sabotaging and staging attacks. Puntland is also currently engaged in a war with Raas Caseyr state in the Eastern part of Bari region, the can easily sabotage the project by staging attacks from their coastline against the tankers passing the narrow Gulf of Aden. Makhiir state has demonstrated its power in Western part of Bari as well as the town of Bosaso, they can destroy Oil tanks with relative ease.

Puntland is literately at war within itself and it thinking about Oil ?? first remove the check points Raas Caseyr state has set up in Eastern Bari, defeat the Maakhiris in Western Bari and Sanaag, either forcefully incorporate Khatuumo or strike a deal for the oil you will suck out from under their feet.


Currently none of these are fighting for the oil, they are all fighting for independence from Puntland for different reasons, but once oil is put in the equation it will get ugly.
