Why?
These figures make complete sense in the context of Cedar.
I’ve been there and let me tell you everyone in the town is 100% identical, save an arbitrary t-shirt that dons an ethnic label. When going for a job the only factor in play is chance because thanks to some pseudo-science (wizards) the labels are only obvious to outside observers. Now, given that those wearing that African-American t-shirt make up 2% of Cedar’s population it is no statistic anomaly that 98% of them are then unemployed. They should in fact make up only 2% of everything.
Perhaps though the town I’m thinking of is “some-non-existent-place-I-made-up-to-illustrate-something-really-obvious” in which case the 98% unemployment rate among African-American’s in Cedar is due to a complex interplay of numerous historical and societal factors.
But I'm only guessing. This person may in fact have the right idea...
