This is very unfeasible proposal. It would be a forced cluster of different ethnic groups. There would be no universal language in the region. Not to mention that said confederation would be half christian half muslim. At best, it would become Yugoslavia in the 90's in less than five years.

This should be the long term socio-cultural-religious-politico objective in the Horn of Africa. The process should go:

1. Pacify Somalia
2. Strengthen diplomatic relations between Somalia-Ethiopia and Eritrea-Ethiopia and Djibouti-Eritrea
3. Build an economic block
4. Free-trade and free-travel within union
5. Shared passport
6. Ultimately shared executive and legislative chamber in a confederation

No, bad idea. Somalia would get overrun by Oromo peasants.

Many cities in North Somalia already have an Oromo immigration problem to the point people want them deported. Opening the borders would only worsen things.

After that you would need the three missing regions and only then can think about confederation in the horn.
