is there any qualification for that? how can athletes get a ticket to appear there is it through local competitions?

You mean how can an athlete compete in the Olympics or prior to competing, how are they selected to be part of the Olympics ?

yes exactly. also do some athletes skip the qualifiers and go directly to Olympics?
