Yes in this 4.5 system, it matters. The one who wins eliminates his clan from the two other positions.

It looks like Jawaari has a better chance than Galaydh. A lot of people want to get rid of Sharif Sakiin, and the best way to eliminate him is to appoint Jawaari as speaker.
