It's "WOOOOO" not ooy. It's random chant as far I as I know and it goes along with buunka.

I think it came from Sudanese version of the Somali bantus. Most people don't know but a large component of the Somali bantu in Lower Jubba are Sudense brought by the British.

Thanks for posting the video. Diisow was never a good-times folklore dance. It was always a war dance where just before the warriors attack, they play the Diisow to show off power and proudly say what they will do to the enemy. I think lately it is played in parties and other celebratory events. Here it is in Kismaayo in 1930:
