Good question, and the argument should be based about modern Muslim V.s a Cultural Muslim, and has nothing to do with Islam as a religion. Do they both exist, yes they do, for example the tribal Somali Muslim and the other. You will find this experience in most Muslim countries. I wrote and tried to post a long response, but sadly, it was lost, but keep on that track.
