Women were being raped, killed, and abused for the past 20+ years. Was that not a clear sign that people were backsliding from Islam. Children were orphaned, wives widowed, and endless number of children lost to war, famine, and daily chaos. Was that not a clear sign that people were backsliding from Islam? There is no prescribed punishment in the Qur'an or hadith for women who do not wear the Hijab. The punishment in Islam for killers, rapists( Zina), thieves and those who commit Shirk is well known.
I might not agree with what these women are doing, but the hijab is between her and God. A woman has to wear it for the right reason. You're obligated to lower your gaze.
