The 26-page document in Arabic, recovered by The Associated Press in a building that had been occupied by al-Qaida in the Islamic Maghreb in Timbuktu, strongly suggests the group now possesses the SA-7 surface-to-air missile, known to the Pentagon as the Grail, according to terrorism specialists. And it confirms that the al-Qaida cell is actively training its fighters to use these weapons, also called man-portable air-defense systems, or MANPADS, which likely came from the arms depots of ex-Libyan strongman Col. Moammar Gadhafi.

You are comparing the west with ragtag jihadist militiasMenaceToSociety's similar titled topic spurred an idea in my mind. It's the military/technology gap between the West and Islamic movements such as the Taliban, al-Shabaab, etc. I'm sure those Islamic movements are doing their best to narrow the gap. I would say, it's sorta miracle that they haven't been wiped off the face of the earth given that the West enjoys near complete supremacy on military hardware.
So, the question is; what can they do to narrow the gap? What historical examples are there where a weak antagonist was able to overcome a technological advanced adversary?

Not really. Those militias have embarked on ways to narrow the gap. At one point, they won't be at a disadvantage technologically/militarily. We don't know what they're doing or can do to adapt, and this topic is trying to explore that.I assume you are joking!!
