They are a front for the CIA and French intelligence.
That's curious, especially considering how many CIA agents pretend to be missionaries or working for non-profits when in the Horn.
They have been doing it all over Pakistan, so much so that the UN is complaining about getting their doctors killed. Polio can't even be eradicated in Pakistan any more because no local trusts a foreign doctor. Shame.
