A drought is an environmental catastrophe, it has nothing to do with how much resources could be available at a given time. America had a drought. Now, if you meant famine, then that would have been a different issue.

Both pics are recent. The upper one was taken in the rainy season and the lower in the dry season. To be honest Hiiraan's environment would look like Mudud and Galgaduud if the Shabelle river wouldn't be there.

Why are you talking about drought when the dry fields are on the river bank?
We must look to another altogether different explanation.

It seems to me the farmers close to the river have been over irrigating their fields.

Somali`s still use flood irrigation techniques, They plant the seeds then flood the fields 2,3 or even 4 times.
To the layman this may seem ok, because the river will provide more than enough water.
However, once the soil is saturated and cannot absorb anymore water it will pool on the surface.
High rates of evaporation will crystallize any minerals/salt into the soil.
After many years the soil becomes useless and barren.
