Is Somalis one-man one-vote by 2016 far fetched?

I am wondering how the Somali government is going to do it. In the recent 5 days conference on Democratic Governance System, the president and the government promised to hold a nation wide election. the president and the cabinet will be elected by the each and every Somali.. Is this realistic? if president Hassan delivers this, he will be my man for the presidency. The challenges we know so far are as follows:
1- Al-shabaab still control two main regions in the country fully, they are also partially controlling Middle and Lower Shabelle, Hiran, Gedo, Jubba, Galgaduud and parts of Mogadishu they control at night time. First step to get rid of Al-shabaab and than implement the stabilization plan and this will take extremely long. for instance, the government controlled Mogadishu since 2007 and today its impossible to ask people to come for election. So how are they going to do?
2- Puntland is another section of the country that might refuse to take part of the election given that they are lead by an ignorant idiot
3- Somaliland is still persisting to be a country on its own
4- The security departments of the country are still very weak
5- Somalis are not sensitized for elections
6- there isnt major parts in the country that compete with clear visions

Do you think Hassan's government will succeed in holding one man one vote elections by 2016 given the challenges ahead?

All I know is nobody would be voting for a Punlandi (can't be trusted with Somalia). :stylin:

Inshallah try your luck in 2023, hopefully by then people would forget and forgive abt all the bad blood and beef that happened :stylin:

Somalia won't have peace until people learn to swallow their qabilist sentiments and do what is best for their country, rather than disdaining to see someone from another qabil in power.
