i just dont understand the term. do you mean learned person about religion?

i know my circle is very small, but i have seen people who pray in the masjid regularly and drink alcohol or harass strange women in the street, or even heard some do drugs. so having issues with bad habit doesnt mean you leave salat or fasting.

how many times we heard imam masjid or mu'athin. rape kid in the masjid's washroom etc.

people are human, and do not regard high standard to any one.
Religious as in some one that has grasped great knowledge of the deen, somebody whom refuses to watch TV, somebody that aways says 'Alhamdulilah' 'InshaAllah', somebody that dresses very strictly with long Hijaab or Khamees, somebody that wears their pants above their ankle etc etc. Basically somebody that acts and talks religiously. With bear and whatnot.
