Kismayo Province

lets rename jubaland 'kismayo province' that consists of gedo, lower juba and middle juba with kismayo as the capital .. - also:
- it should have no symbols of its own (flag, coat of arms etc.)
- it should, until citizens are civic (nonsectarian) minded, have a clan and ethnic power sharing political system
- key powers should be split 50/50 with the federal govt
- overall powers should be in favour of the province, split 70/30 with xamar and
- province should be headed by governor, deputy governor and all inclusive cabinet of ministers

kismayo province should have executive, legislative and financial relations with xamar the same way alberta does with their fed govt in ottawa. what do you think?

Your proposal is not without merit.
I think the Xamar conference will reach a similar conclusion.

PS I have always believed Somalia`s problems are mostly due to incompetent and ineffective leadership, not political systems.

no lady 50/50 split of all powers between the province and the central govt

ps a decentralized federal system is best for somalia since it reflects the decentralized nature of somalian society

I think the addis agreement can be strategically the road map but the process of powe sharing tactically depends on the on the local reconciliations and conferences

Addis agreement has secured only three things: the form of administration, recognition for madobe leadership in exchange of the govt controlling the ports and the army.

Now its time the govt to integrate the armies and for this reason AU and amisom was visiting kismayo and madobe has told them that he is ready to cooperate with this but seems he is againist some personalities not the troops

Not yet the ports

Govt will have a share in every institution, about a third like they have now 50 ergo out of the 150 ergo that are partaking in the conference

Looks good as barre hiiraale guys said they will accept the recomondations of the conference wich means barre will recognize madobe leadership.

Of course but one finger doesn't wash alone. I have always said that barre hiiraale had no direct relations with the govt but with some sections that are closely allied with the govt. Govt has rejected many times to involve in it directly including his arrival of kismayo.
