Can a guy marry the sister of his niece ( the sister is from a previous marriage)

I think he meant the half-sister of his niece, which I'm guessing he means the child of the unrelated spouse from a previous marriage.

He needs to establish that there is absolutely no blood relation. Then, it would be dodgy morally, but he should seek council from her parents & she should be made aware (if she wasn't before) of his interest. Chances are she still sees him as an uncle, so then what?

I'm guessing your brother has a step daughter? You want to marry the step daughter of your brother. Or the step daughter of your sister. It sounds weird though.

Either way yes you don't have blood relation with her. Besides if you can marry your first cousin that you share blood then afcourse you can marry a girl whom you share no relations at all apart from her being sisters with your niece.
