Why not bring in Somali diaspora educated elites in Engineering and electricians to lead some of the projects to train the locals in order to fill the vacuum . Instead of Africans nevertheless the boom in construction is positive. But the locals need to be empowered and given a break to much time has been lost. Since Somali business community are investing Somali technicians need to be brought to Mogadishu, the government needs to facilitate the process. The same way they pave the way for Business communities. Thats what Xamar needs right now.
