Most kids get it within the first month they are born, so u can't say it's hurting the baby, since they wont remember the pain.

In infancy and through childhood until puberty, and sometimes past it the prepuce is fused to the glans of the child. No attempt should be made to pull back the prepuce to clean the inside of the organ. The prepuce retracts on its own after time. Some doctors in North America who are ignorant of the intact male organ forcibly pull back the prepuce of the baby during well-baby visits. These doctors themselves might have been mutilated as infants. Great harm, pain and bleeding can result from prematurely pulling back the prepuce.
