Peace is not the issue.......functioning govt/institutions is what's lacking.

Peace depends on attitude.

Not sure if you know this but when you criticize a region, its seen as insult by the people of that region, hell Somalis don't even know the difference between criticizing and qabyaalad. If you're criticizing region you're from that one thing, but otherwise it will be seen as qabyaalad. So please lets try to not destroy General section shall we?
