Can that be because the ones abused by the soldiers, for example (few similar incidents happened during the UNOSOM era too), went to a single soldier (in exchange for money) and were then raped by multiple soldiers and the victims couldn't point out their abusers not only for fear of the soldiers but also what other Somalis would think of them? Plus, knowing how the government isn't yet capable of taking care of its own security and the fact that Shabab remnants are still carrying out attacks, it couldn't just tell the foreign troops to leave the country immediately? Whereas the Turkish guy who slapped the Somali nurse was a civilian who was working in the same place his victim was working and she knew him then reported the abuse?
