Somaliland is even lenient on foreigners. They once arrested this German man who came to Hargeisa with the sole intention of recording pornographic material there. He was intending on recruiting young, vulnerable 18 year old Somalilander females and record them in a porno and then sell it to the wider world. He was caught, and put in prison. All he did was pay a small fine and then he returned to Germany.Would capital punishment only apply for 1st degree murder?

Who are the judges and jury? Bunch of Odeys sitting under trees on an caw with shaah and qat? I can't imagine that this so-called judicial system will prevent innocent men, or men not guilty of intentionally killing another, to be fairly tried.
