What's with Reer Dubai and building fancy buildings?

Are these people handicap? I don't think theirs any other people who use their money on pointless things like them in this world. Their always trying to impress the west lol. I feel for the Indians that are going to build this shit. 
Their going to be over worked and not payed well.
