How hard is't for couple of investors to pool some money and build properties in a beach town and let it slowly develope over 5-10yr period.

If you build it, they would come. It could also be an investment opportunities for people looking to buy a vacation house near the sea and the sand.

And how does that ever stop people from building stuff back home? Civil war or not, people are still investing back home and buying properties.

A group of smart people could purchase a plot of land in a desirable location, develop it and slowly watch the value rise up.
